The functions of the Lieutenant Governor are.

Constitutional Functions

The first function of the Lieutenant Governor relates to his constitutional functions, which include amongst others

At the Executive Level :

• Appointment of the Premier;
• Appointment of cabinet ministers, on the recommendation of the Prime Minister;
• Ratification of Orders in Council established by the cabinet.

At the Legislative Level:

• Inauguration of the National Assembly;
• Opening speech of a parliamentary session;
• Royal Assent to bills adopted by the National Assembly;
• Prorogation of a session of the National Assembly;
• Dissolution of the National Assembly;
• Declaration of general elections.

Protocolary Functions

As the official representative of the Crown, and thus the representative of the Head of State, the Lieutenant Governor performs the duties of the Head of State in his province and has a very important ceremonial role. Therefore, he:

• Greets and salutes the members of the Royal Family upon their arrival and their departure;
• Greets the members of the diplomatic corps when in Quebec City;
• Chairs  or presides over the official ceremonies related to:
  • Presentation of Commemorative medals;
  • Presentation of the Governor General’s Services Exemplary Service Medal (police, firefighter and medical urgency personnel);
  • Investiture of the Order of St.John, as Vice Prior of the Order;
  • Presentation of the Lieutenant Governor’s medals;
  • Attendance at military and civil events;
  • Attendance at cultural events.

Community Functions

The Lieutenant Governor also exercises numerous community functions in order to support various causes, charitable, educational and social.
