Article 67 of the constitutional Law of 1867 specifies what follows:
“The governor-general as a council will be able, if need be, to name an administrator who will fulfill the functions of lieutenant-governor during the absence, the disease or another incapacity of this last. ”
Actually, a permanent nomination is made by decree of the Council of the treasure of the federal government sanctioned by the general governor. Thus, the administrator of the government of Quebec can act instead of lieutenant-governor as soon as this last “is not in measurement” to discharge its tasks.
In Quebec, the judge of the Court of Appeal of Quebec which is named administrator of the government of Quebec is the person having the most seniority and resident in Quebec.
Since September 13, 2022, the administrator of the government of Quebec is the Honourable Justice Suzanne Gagné, followed by the following judges if the administrator is not able to carry out her tasks:
